Cliffs:
1. clear area of basic zombies
2. Speak to tactical gear guy
3. Clear small basic zombie horde.
4. Kill about 6 floater bloaters. The last one explodes so be sure to run.
5. Kill last guy. He has basic raider level gun and armor.
